Job Title: Project Manager

Reporting to: Business Manager

Supervises: Occasional supervisory responsibility for part-time or temporary posts associated with specific projects.

Salary Range: £36,363 (SCP 25) Pay award pending.

Job Type and hours: *37 hours per week. Normal working week will be Monday to Friday. Due to the timing of some committee and other meetings, evening working may be required and the equivalent time can be taken as time off in lieu, in accordance with the council’s flexi policy.

This post is initially offered as a 12-month contract with the prospect of extension, or permanency.

* Reduced hours, compressed hours, term time working, and job shares will be considered.

Annual leave entitlement is 26 days’ leave.

Overview:

This post will lead on project management processes and key development projects for the Town Council and work across all areas of Council delivery. As such it will touch on corporate, environment, open spaces, economic and business development, community work and national and regional legislation and policy, covering projects of a wide range of size and complexity.

Job Purpose:

  • To manage the Council’s key projects including installation and refurbishment of assets.
  • To oversee projects, maintain records, and brief senior management.
  • To guide the Council in shaping its future projects and processes for the benefit of local communities and visitors.

Key Responsibilities:

  • To manage the development, planning, and delivery of agreed projects.
  • Develop detailed feasibility documents, project plans and tender documentation including timelines, milestones, and resource allocation.
  • To set up and manage a suitable workflows to help ensure all staff involved are clear on allocated tasks and deadlines, and that Councillors and senior managers remain informed.
  • To support and report to relevant internal or external partnerships, working groups and public meetings
  • To liaise with staff and contractors to ensure smooth, timely project delivery, withing agreed budgets.
  • To manage and monitor agreed budgets for different workstreams.
  • Ensure compliance with Council policies, procedures, and regulations throughout the project lifecycle.
  • Identify and mitigate potential risks and issues that may impact project success.
  • Support income generation by assisting with grant bids and funding applications.
  • To support and promote the Council’s policies and procedures, and values and behaviours in all dealings with staff, Members, and the public.
  • The duties and responsibilities of the post are not restrictive, and the post holder may be required to undertake other duties from time to time. Any such duties should not however, substantially change the general character of the post.
