Beach Attraction Sites – Prior Information Notice

Weymouth Town Council provides a number of Beach and Promenade Catering, Retail and Attraction opportunities along Weymouth seafront. The Council intends to undertake a procurement exercise in relation to four seasonal beach attraction sites; prior to commencing that exercise the Council wishes to notify and engage the market to understand the level of interest for these opportunities.

The Council is not seeking large, noisy, fairground type rides and the use of public announcement and music performance equipment will not be permitted. Both traditional and modern attractions will be considered.

The sites are fixed in scale and any attraction will need to be appropriate to the pitch and location. It is vital that in addition to beach permeability any attractions do not screen out the beach and sea from the Promenade.

Sites included:
A3 – Opposite 58 The Esplanade 20m x15m Height restriction 6m

A4 – Opposite M&S 10m x 15m Height restriction 6m unless open structure up to 8m

A5 – Opposite Bond Street 30m x 23m Height restriction 8m plus one attraction up to 11m and one attraction up to 15m

A6 – Opposite Sir Henry Edwards statue 18m x 18m Height restriction 6m

The Council wishes to understand the level of interest in the market for these opportunities and invites suppliers to lodge initial expressions of interest to indicate:
(i) your likely interest in bidding for such procurement;
(ii) a brief overview of your proposal for the site;
(iii) any other factors or suggestions you consider relevant.

Following consideration of the written submissions the Council may wish to engage in further discussions with respondents which may further inform any subsequent Tender documentation.

Suppliers are asked to respond by email to charmainedenny@weymouthtowncouncil.gov.uk before 12:00 noon on Thursday 19th November 2020. Responses should not exceed a single side of A4 paper.

It is currently the intention of the Council to carry out a procurement under the Concessions Contracts Regulations 2016 in November/ December 2020, although this may be reviewed following the return of supplier comments.

Please note, the Council intends to use the information gathered to shape the proposed procurement process. Participating in this market sounding exercise will not guarantee short-listing at a later stage in the procurement, and the Council reserves the right not to proceed with the procurement process.
